Someone in the family is rumored to have paid a substitute to serve for them in the Union Army's Civil War draft (the going price was around $300, but quickly went to $1,100 or more, which is $4,972 to $18,230 in 2019 dollars); however, a review of those hiring substitutes in Indiana does not show his name. The following entry was found for a Thomas J Howard: however, a review of the muster records of the unit indicated revealed that the soldier claimed residence in Brookville, Franklin, Indiana, making it unlikely that this is Thomas J. Howard of Jeffersonville.
