William moved his family to Cocke County Tenn., from Campobello, SCin 1822. They also lived in Buncombe Co., NC for a while. When the Hall's received a land grant for 400 acres on a mountaineast of Newport, Tenn, the Halls, Finneys James, Balls and Ellisons movedto the mountain in 1839 and started a settlement that eventually becameknown as Hall's Top Mountain.
